Description: On March 11, 2011, Plaintiff was walking with his friend eating a slice of pizza when an unmarked police vehicle pulled up. Officers Kenny Tucker and Rios threw Plaintiff against a car and illegally searched him. Finding only a wallet and phone, Officer Tucker called his station. In conversation with Officer Rios, Plaintiff was told he was detained because he had dropped the paper plate from his pizza. Officer Tucker returned and announced there were two open warrants against Plaintiff and handcuffed him without any resistance.
