Description: On June 18, 1992, Plaintiff found his mother, little sister, and family friend murdered in his apartment. They had been tied up, stabbed, and garroted with electrical cords. Plaintiff immediately reported the crime and went to the precinct to assist the investigation. Instead of trying to solve the case, Detectives at the 60th Precinct falsely accused Plaintiff and his friend, Sharrif Wilson, of killing the three people. Officers, led by Lt.
