Description: On April 21, 2022, Jayquan Brown (Plaintiff) was walking home from a doctor’s appointment when he was unlawfully stopped and arrested by defendants. Plaintiff was unlawfully handcuffed, and when asked, defendants refused to tell Plaintiff why he was being arrested. Defendants searched plaintiff without consent, and nothing illegal was found on his person.
