Description: On or about May 5, 2013, plaintiff Tyson Poulos was arrested and taken to the 90th Precinct. While in custody at Central Booking, plaintiff was refused medical care for his ongoing panic attack and withdrawal symptoms by NYPD officer Jamel Brown. That evening, defendant Brown opened plaintiff's cell, reached in, and punched plaintiff while holding an unknown object to harden defendant's fist. The blow resulted in plaintiff losing consciousness and suffering a 2 centimeter deep cut above his right eye, in addition to diminished vision and psychological trauma.
