Description: On August 15, 2015, plaintiff was approached by NYC Taxi and Limousine Commission (TLC) inspectors while stopped at a red light in Manhattan at night. Plaintiff had been speaking with a woman on the street but was not using his vehicle for hire. The inspectors gave plaintiff a civil summons and ordered him to give them his keys and wait on the curb. After waiting an hour, the inspectors told plaintiff they were taking the vehicle. They told plaintiff he must take public transportation home, even though he told them this would be difficult as a disabled veteran. The two inspectors who seized the vehicle were S.
