Description: On March 15, 2012, Plaintiff entered a computer repair store to retrieve Plaintiff's laptop computer. When Anita Peavey, owner of the store, refused to return Plaintiff's laptop, Plaintiff called 9-1-1. Upon the arrival of the police, Plaintiff explained the situation to Police Officer Ronald JeanCharles. After Plaintiff and Ms. Peavey discussed Plaintiff's laptop in front of P.O. JeanCharles, P.O. JeanCharles told Plaintiff to leave the store. Plaintiff asked why she had to leave the store but said, "Forget it," and started exiting the store. Before Plaintiff could leave the store, P.O.
