Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Burroughs, Robert vs City of New York, et al.
Case # 22CV04463,
U.S. District Court - Eastern District NY, September 13, 2022
Complaint
Description: On June 26, 2019 the defendant officers forced entry into the plaintiff's home without any warrant or other authority. The officers tightly handcuffed the plaintiff and was taken to the NYPD-113 Precinct where he was detained and interrogated. While at the precinct, the plaintiff was illegally searched, which did not yield any contraband. The plaintiff was detained for a lengthy period of time, and at some point during the detention defendant officers met with the prosecutors. Prosecutors then conducted their own investigation and decided not to prosecute because they found no evidence of any crime committed by the plaintiff. The defendant officers eventually released the plaintiff.
