Description: On March 28, 2019, at approximately 9:30 p.m, Plaintiff was lawfully walking in the vicinity of 505 E 120th Street in New York. Defendant Officers were already in that area investigating a larceny. Suddenly and without provocation, Defendant officers rushed upon Plaintiff, grabbing him and forcibly detaining him. Defendants did not observe Plaintiff committing any crime or violating any law or local ordinance. Plaintiff was subjected to an identification procedure.
